X12 131 — Student Educational Record (Transcript) Acknowledgment

The 131 acknowledges a 130 received: confirms transcript receipt and reports content anomalies on the destination institution side.

Purpose

The 131 closes the transcript-transfer loop: the destination institution confirms it received the 130 or flags issues — student not identifiable on the receiver side, incomplete curriculum, inconsistent values. It acts as an audit trail in regular institution-to-institution flows and lets the issuer retry if the 131 fails to arrive in the expected window.

Envelope structure

The 131 travels in a functional group TA (Transcript Acknowledgment). Didactic example in release 004010:

The BGN opens the acknowledgment with code 11 = Acknowledgment. NM1 reiterates the student, N1 the issuing institution. OTI (Original Transaction Identification) points back at the received 130 via its date and ST control number.

  • Anomalies — optional TED (Technical Error Description).

Common pitfalls

  • Response SLA: some states require a 131 within 48 business hours of receiving the 130 for public higher education; calibrate the SLA.
  • Detailed anomalies: use TED with a clear code (unknown student, inconsistent credits) rather than a non-actionable global rejection.
  • FERPA still applies: even an acknowledgment can contain academic information (record excerpt); encrypt the transport channel.
