X12 128 — Dealer Information

The 128 transmits dealer information between an OEM and its network: new dealer, identity changes, suspensions, hierarchical reporting.

Purpose

The 128 documents changes in the dealer network: new dealer opening, closing, ownership change (Buy/Sell), address change, franchise suspension, dual-line agreements. It feeds Dealer Management Systems and OEM directories.

It serves as a master-data instrument between the OEM and its captive financing arm, its carriers (who must reroute vehicles), and its parts logistics suppliers. Acknowledged by 997; no business response — it is an informational broadcast.

Envelope structure

The 128 travels within the three X12 envelope levels (ISA/IEA, GS/GE with functional group DI, and ST/SE). Didactic example in release 004010:

Common pitfalls

  • Buy/Sell agreements: an ownership change is not just an owner switch — it typically involves a contractual transition period (90 days) during which the 128 must not cut financing flows.
  • Dual-line agreements: a multi-brand dealer (Ford + Lincoln) sends separate 128s per brand; consolidating breaks brand attribution.
  • Effective date vs notification date: DTM*009 = effective date (often future), not 128 issue date. Confusing both pre-suspends deliveries to a still-active dealer.
