X12 819 — Joint Interest Billing and Operating Expense

The 819 transmits a joint interest billing (JIB) in the oil and gas industry: allocation of operating costs between operator and working-interest partners.

Purpose

The 819 is the central instrument of Joint Interest Billing in upstream oil and gas. A well operator (typically EOG, ConocoPhillips, Chevron) bills each working-interest partner monthly for their share of operating costs: labor, materials, transportation, well services, lease operating expense (LOE).

It follows the COPAS (Council of Petroleum Accountants Societies) Accounting Procedure attached to the JOA (Joint Operating Agreement). Acknowledged by 997; disputes flow through an 824 or via a non-EDI JIB audit.

Envelope structure

The 819 travels within the three X12 envelope levels (ISA/IEA, GS/GE with functional group JB, and ST/SE). Didactic example in release 004010:

Common pitfalls

  • API Well Number: the API Number (14 digits) uniquely identifies the well in the US; truncating or abbreviating prevents correlation with public regulatory data.
  • WI percentage: a 25% WI partner pays 25% of operable expenses; without decimal precision (24.875%), rounding accumulates discrepancies.
  • COPAS categorization: an 819 must use COPAS expense categories; home-grown categories can't be audited per the COPAS 2018 Accounting Procedure standards.
