RO e-Transport (Romania)
RO e-Transport is Romania's scheme that tracks goods movements upfront using a unique code.
Definition
RO e-Transport is a system of the Romanian tax authority (ANAF) designed to monitor goods movements within the territory. Before departure, the operator declares the shipment's characteristics and receives a UIT code (Unique Identification of Transport) that identifies the transport.
Scope
The obligation primarily targets high-fiscal-risk goods (food products, beverages, clothing, etc.) as well as international goods transport.
- It applies to movements above certain weight or value thresholds.
- The UIT code must be obtained before the transport begins.
How it works
The declaration is filed via the ANAF platform (integrated into the SPV), submitting data on the consignor, the consignee, the goods and the means of transport.
- The system returns the UIT code, valid for a limited period.
- This code must be presentable during roadside checks; its absence or invalidity exposes the operator to fines and possible confiscation of the goods.
Good to know
RO e-Transport is distinct from RO e-Factura: the former tracks the physical movement of goods, the latter the invoicing. The two schemes nevertheless overlap, as the authority can cross-match transport and invoicing data to detect fraud.
