The official code list maintained by OASIS that lists every ISO 6523 identification scheme — the shared reference of EN 16931 and PEPPOL.
Definition
The OASIS ICD list (sometimes EAS — Electronic Address Scheme) is the operational code list of the party identifier in European e-invoicing. It codifies each party-identification registry under a 4-digit ISO 6523 prefix (Information technology — Structure for the identification of organizations and organization parts). The list contains over 100 entries in 2026 and keeps growing as countries enable PEPPOL e-invoicing.
Origin
ISO 6523 (published 1984, refactored 1998) defines the general structure of a 4-digit ICD identifier + national identifier. Initial operationalisation was driven by the European project eSENS (e-Sense Network of Services, 2013-2017) which published the exhaustive list. The list was then adopted by PEPPOL and OASIS as the official reference in BDX specifications (BDX-Location, BDX-Identifier, AS4 PEPPOL profile). OpenPEPPOL today maintains an active subset as PEPPOL Policy 21 — Use of identifiers, closely aligned with the OASIS ICD list.
