CBAM phases: Transitional period 1 October 2023 - 31 December 2025 (declaration only), Definitive period 1 January 2026 (purchase certificates). Initially covered products (Annex I): iron and steel, cement, aluminium, fertilisers, electricity, hydrogen. Extension planned 2030 to chemicals, plastics, downstream products. CBAM Registry platform for quarterly declarations. Authorised CBAM Declarant status mandatory. EU ETS free allowances phasing out 2026-2034 gradually.

CBAM proposed by European Commission 14 July 2021 (Fit for 55 package) ; Regulation (EU) 2023/956 published 16 May 2023 ; transitional application 1 October 2023.
