CBAM phases: Transitional period 1 October 2023 - 31 December 2025 (declaration only), Definitive period 1 January 2026 (purchase certificates). Initially covered products (Annex I): iron and steel, cement, aluminium, fertilisers, electricity, hydrogen. Extension planned 2030 to chemicals, plastics, downstream products. CBAM Registry platform for quarterly declarations. Authorised CBAM Declarant status mandatory. EU ETS free allowances phasing out 2026-2034 gradually.
