UCR

WCO consignment reference, EORI and customs identifiers.

Definition

The UCR is issued by or on behalf of the party that initiates the international trade transaction, then used by all parties in the chain (exporter, carrier, importer, customs) as an access key for tracking, audit and reconciliation of the consignment. It is only a reference key and does not replace national declaration numbers such as the MRN.

Origin

Defined by the WCO Recommendation on the Unique Consignment Reference (UCR), World Customs Organization, June 2004.

Example in context

An exporter assigns the UCR to its order; the freight forwarder and import customs carry it through to reconcile the consignment with the declaration.

  • MRN — national declaration reference, distinct from the UCR.
  • EORI — operator's customs identifier.
