Definition

FATOORA is the Saudi national e-Invoicing platform operated by ZATCA (Zakat, Tax and Customs Authority). Phase 1 (Generation) live December 4, 2021: structured invoices + QR code, no ZATCA integration. Phase 2 (Integration) since January 1, 2023 in waves: ZATCA API integration, UUID, CSID, XAdES signature.

Origin

Royal Decree M/113 of 2020. Implementation piloted by ZATCA with vendor enablement (Compliance Test Sandbox).

Issuer signs XAdES its UBL 2.1, generates TLV QR (Tag-Length-Value), POSTs to FATOORA /einvoicing/v1/invoices/clearance/single for clearance.
