FEP (Factura Electronica Panama) architecture: Panama-customised XML format, DGI digital certificate signature, PAC modality (Proveedor Autorizado Certificacion, ~25 certified PACs in Panama). Documents: Factura Electronica, Nota Credito, Nota Debito, Comprobante Auxiliar. Phase 1 (1 March 2022) ITBMS enterprises, Phase 2 (1 September 2022) banks, Phase 3 (1 March 2023) enterprises revenue >USD 5M, Phase 4 (1 September 2023) enterprises revenue >USD 1M, Phase 5 (2024-2025) all. ITBMS 7% standard, reduced rates 10% alcohol/tobacco and 15% gaming/lottery. ISR 25% companies, 0-25% natural persons.
