FBL is issued only by FIATA-affiliated freight forwarders (FNTR France, BIFA UK, NCBFAA USA). Negotiable document (transferable to bearer or to order) per Brussels Convention 1924 amendments. Covers carrier liability ~666.67 SDR/package or 2 SDR/kg. Progressive migration to eFBL via essDOCS platforms, edoxOnline, FIATA digital evolution work group.
