Estonia — EMTA, X-Road and mandatory e-invoice
Estonia is one of the most advanced countries worldwide in digital governance thanks to e-Estonia, X-Road, e-Residency and 99% of public services dematerialised. B2G e-invoicing is mandatory since 1 July 2019 and the B2B mandate (on demand) came into force on 1 July 2025.
Regulatory timeline
- 1 January 2002 — Accounting Act. Estonian Accounting Act (RT 2002), lays the foundations of invoicing and accounting retention.
- 1 January 2014 — e-Residency launched. World's first cross-border digital residency programme; allows non-residents to create an Estonian company and issue e-invoices via X-Road APIs.
- 1 July 2019 — B2G EN 16931 mandate. All Estonian public sector suppliers required to issue EN 16931 compliant e-invoices, transposition of Directive 2014/55/EU.
- 1 May 2020 — PEPPOL BIS Billing 3.0. RIA becomes EE PEPPOL Authority and mandates PEPPOL BIS Billing 3.0 as pivot format, the Estonian e-arve XML is deprecated.
- 1 January 2024 — Accounting Act amendment. Parliament (Riigikogu) adopts the amendment establishing the B2B right for buyer to demand an EN 16931 e-invoice from 1 July 2025.
- 1 July 2025 — B2B right entry into force. The B2B buyer can demand a compliant EN 16931 e-invoice; the supplier cannot refuse. On-demand mandate effective.
- 11 March 2025 — EU ViDA adoption. Estonia supports strict ViDA alignment and anticipator via the on-demand B2B mandate.
- 2026-2027 — Phase 2 (announced). The Ministry of Finance studies extension to a universal B2B obligation aligned with ViDA 2030, no official schedule to date.

- Käibemaks — 24% / 9% / 5% / 0% · Standard rate 24% since 1 July 2025 (22% between 2024-01-01 and 2025-06-30, 20% before 2024) — anti-defence hikes after the Ukraine invasion. Reduced 9% medicines/books/accommodation, super-reduced 5% press since 2025.
- e-Residency — programme since 2014 · World-unique programme launched 1 December 2014. ~100,000 cumulative e-residents, ~28,000 OU companies formed. eIDAS-compliant digi-ID, full access to Estonian e-government services without residence.

Technical schema
Estonia uses PEPPOL BIS Billing 3.0 without national CIUS: EMTA rules are applied on top. The X-Road network also serves as an alternative channel for inter-agency exchanges.

Estonia supports two main channels: 4-corner PEPPOL (EU standard) and X-Road API (for ERPs integrated with the Estonian data bus). Most suppliers use PEPPOL via their Access Points (Telema, Omniva, Fitek, Pagero) which resolve Registrikood via SMP.

Common pitfalls
- VAT 22% since January 2024. The Estonian standard rate moved from 20% to 22% on 1 January 2024 (Act 144 SE) and will stay at 22% until 2026 (then 24% planned mid-2025). Verify the precise effective date to avoid PEPPOL BR-S-08 rejections.

Registrikood vs VAT ID. The Registrikood (8 digits,
register) is not the VAT ID (
EE+ 9 digits). For the PEPPOL EndpointID, use Registrikood with schemeID 0191. For the TaxScheme, use VAT ID. Frequent inversion error which makes the invoice rejected by the SMP. - X-Road for B2G: mandatory alternative. Some government agencies prefer to receive e-invoices via their dedicated X-Road service rather than PEPPOL. Verify the target agency via RIA to avoid duplicating or being rejected. Most accept both, but a few niche services impose X-Road (e.g. eFinantsamet).
- e-Residency company: virtual address ≠ fiscal address. e-Residents who create an Estonian OÜ have a virtual Estonian address (X-Road partner service), but their personal fiscal residence remains in their country of domicile. Carefully distinguish in the invoice the registered office (Estonia) from the beneficiary's fiscal domicile to avoid EMTA control.
- 7-year archiving Accounting Act. Retention is 7 years after the end of the fiscal year for accounting documents (§ 12). The structured PEPPOL UBL format is mandatory since 2025; a PDF alone is no longer enough. Favour archiving with ID-card signature to guarantee integrity.
