PEPPOL Access Points in Belgium
Belgium has more than 15 active certified PEPPOL Access Points. For the 2026 mandate, every Belgian company must enrol with an AP (free or paid) to be able to issue and receive PEPPOL-BIS 3.0 structured invoices.
4-corner model and AP role
PEPPOL is based on a four-corner exchange model that differs fundamentally from the French 5-corner model (with central PPF platform). APs are corners 2 and 3.

- Corner 2 — Sender AP: conversion to UBL if needed, Schematron validation, XMLDSig signature, AS4 sending. The customer pays their AP.
- Corner 3 — Recipient AP: AS4 reception, Receipt ack, validation, conversion to the recipient's internal format. The recipient pays little or nothing (freemium model).

Authority carries out an annual compliance audit.
AP choice criteria
Beyond price, several structuring criteria for choosing an AP:
- Volume: some APs bill per transaction (useful for self-employed < 100 invoices/month), others on monthly packages (useful for > 1,000 invoices/month).
- ERP integration: SAP, Oracle, Microsoft Dynamics, Odoo, Exact, Sage — check native connectors vs custom integrations.
- Geographic coverage: multinationals will prefer Basware, Pagero or Tradeshift (EU + global); purely Belgian players will prefer Belfius, Unifiedpost or Combell.
- Additional services: digital purchase order (P2P), supplier finance/factoring, 10-year legal archiving, CODA bank reconciliation, Intervat VAT integration.
- Multilingual support: in Belgium, FR + NL + EN support required for large enterprises.
- ViDA 2030 roadmap: AP capacity to support intra-EU B2B/B2C e-reporting planned for 2030.
OpenPEPPOL Authority enrolment flow
Becoming a PEPPOL AP in Belgium requires a formal process with BOSA as Belgian PEPPOL Authority:
- Step 1 — Internal pre-audit (2-4 weeks). The candidate AP performs a self-assessment of technical capabilities (AS4, X.509 certificates, Schematron validation, SLAs).
- Step 2 — Certificate request (1-2 weeks). OpenPEPPOL CA issues a 2-year X.509 certificate after BOSA validates the request.
- Step 3 — Conformance testing (1-2 weeks). OpenPEPPOL Testbed automated tests (~150 scenarios).
- Step 4 — TIA (Transport Infrastructure Agreement) signing. Contract between the AP and OpenPEPPOL AISBL.
- Step 5 — SMP/SML publication (immediate). The AP is referenced in the OpenPEPPOL registry and globally reachable.
Pricing models
- Freemium model (Tradeshift, Billit Basic): free up to N invoices/month, paid beyond.
- Monthly subscription with no commitment (Belfius, Unifiedpost): monthly payment by volume range (5-100, 100-500, 500-5,000 invoices/month).
- Pay-as-you-go (Pagero, Basware): per-invoice cost, ideal for unpredictable volumes.
- Annual fee + transaction (Cegeka, EDICOM): hybrid pricing for large accounts.
- State-subsidised free (Mercurius for SMEs): zero cost but no automatic ERP integration — manual portal usage.
